Hazardous Substances Planning Common Framework

The Hazardous Substances Planning common framework is a non-legislative framework that relates to land-use planning. It includes planning controls on the presence of hazardous substances; handling development proposals for hazardous establishments, and handling development proposals for developments in the vicinity of hazardous establishments.

The framework was discussed in session 5 by the Local Government and Communities Committee. 

This framework has been approved by the UK Government and devolved administration JMC(EN) and Portfolio Ministers after having undergone parliamentary scrutiny. The finalised framework was subsequently published on 31^st August 2021.

29 June 2022	SPICe published a briefing on the framework.
31 August 2021	The finalised framework was published.
23 February 2021	The Cabinet Secretary for the Constitution, Europe and External Affairs wrote to the Convener with a further update on common frameworks.
9 February 2021	The Minister for Local Government, Housing and Planning wrote to the Convener.
8 February 2021	The Cabinet Secretary for the Constitution, Europe and External Affairs wrote to the Convener with an update on common frameworks.
13 January 2021	The Convener wrote to the Minister for Local Government, Housing and Planning.
16 December 2020	The Committee took evidence on the Common Framework from the Minister for Local Government, Housing and Planning.
18 November 2020	The Committee agreed its approach to scrutiny of the Common Framework on Hazardous Substances Planning.
10 November 2020	The Committee received correspondence from the Minister for Local Government, Housing and Planning, providing the text of the provisional framework with the Committee.
17 February 2020	The Committee received correspondence from the Minister for Local Government, Housing and Planning, providing an update on Phase 3 of the Framework Process for common framework: Hazardous Substance Planning.
19 July 2019	The Committee received a response to its letter of 27 June 2019 to the Minister for Local Government, Housing and Planning on common framework: Hazardous Substance Planning.
4 July 2019	The Committee was copied into a letter sent from the Cabinet Secretary for Government Business and Constitutional Relations to the Finance and Constitution Committee.  The letter drew its attention to the framework for Hazardous Substances Planning.
27 June 2019	The Committee wrote to the Minister for Local Government, Housing and Planning on common framework: Hazardous Substance Planning.  The letter asked what progress had been made in planning for this framework and when wider engagement on the framework would take place.
