Nutrition Labelling, Composition and Standards framework

The Framework covers:

  • nutrition and health claims made on foods;
  • the addition of vitamins, minerals, and certain other substances to foods;
  • the composition and labelling of food supplements;
  • the composition and labelling of food intended for infants and young children, food for special medical purposes, and total diet replacement for weight control (“Foods for Specific Groups”) and
  • the mandatory nutrition declaration (food labelling), including additional forms of expression and presentation.

The framework was discussed in session 5 by the Health and Sport Committee.

The framework is still considered provisional. It has been approved by the UK Government and devolved administration JMC(EN) and Portfolio Ministers. It is undergoing final parliamentary scrutiny and development prior to final Ministerial clearance.

 Ahead of the session they received a written submission from Professor Paul Haggarty of The Rowett Institute of Nutrition and Health, University of Aberdeen. 
30 November 2020The Convener received a response to their letter to the Scottish Government.
17 November 2020 The Committee agreed at its meeting on the 17 November 2020 to issue a letter to the Scottish Government requesting more information on the Regime being introduced and Governance and Enforcement. 
4 November 2020The Convener wrote to the Minister regarding the expected timescale for the Committee’s scrutiny of the provisional Framework. 
22 October 2020The Committee received a letter from Joe FitzPatrick, Minister for Public Health, Sport and Wellbeing which shares the provisional UK Common Framework on Nutrition labelling, Composition and Standards. The letter requests the Committee provide its commentary on the provisional Framework.
The Framework Outline Agreement and Concordat was also made available.
